OP: Tell us a little bit about Civil Rights Investigations Under the Workforce Investment Act and Other Title VI-Related Laws
. What is it about?

SKF: Conducting a discrimination complaint investigation from start to finish.

OP: Why did you decide to write this story?

SKF: Discrimination complaints arise in the workplace, and in the delivery of federally-assisted programs and activities where billions of taxpayer dollars are at stake.  Often, however, confusion arises in how to properly investigate and resolve these complaints.

I wrote this book to help government officials and private sector professionals competently and efficiently handle these types of complaints.  In addition to this book, I offer in-person training, Webinars, assistance writing procedures, and mediation services to state and local governments, private companies, educational institutions, and community-based organizations addressing compliance with federal civil rights laws.

OP: What types of readers would be interested in this story?

SKF: Public sector officials and private sector professionals charged with conducting discrimination complaint investigations as well as their legal advisors and leadership will be interested in this book.  This includes, for example, equal opportunity professionals, Title VI Coordinators, Disability Specialists, Title IX Coordinators, human resources professionals, management executives, legal advisors, human rights commissioners, and department or agency heads of state and local governments.

OP: What is special about your book?  What differentiates it from other books in the same category?

SKF: There is no other book on the market that covers as much ground, and with as much detail, as this book.  It is easy-to-follow, and it takes the reader step-by-step through the process of conducting a discrimination complaint investigation from the moment a complaint is received to deciding regarding  whether discrimination occurred.

Because the book has broad appeal, it crosses multiple genres.  Notably, the book was a Finalist in the business category of the 2011 USA Best Book Awards, sponsored by USA Book News.  And, it was a Bronze medal winner in the government/politics category of the 2012 International Readers Favorite Awards.

OP: Have you published any other books? Do you plan to publish more?

SKF: Presently, I am working on a book designed to help all levels of domestic and international governments deliver programs and activities to members of their public in a nondiscriminatory manner.  Discrimination by governments against certain segments of their population, based on characteristics such as gender, race, religion, age, disability, and so on, is a worldwide problem, and my upcoming book is designed to bring about an awareness of these issues, and help governments navigate a better way forward.
